This dissertation is an explorative research which its main data are the texts of Pastoral Guidelines of Archdiocese of Semarang (PGAS) of 1984 - 2010. Up to 2010, Archdiocese of Semarang has issued five periods of Pastoral Guidelines. They are Pastoral Guideline (PG) of 1984-1990; PG of 1990-1995; PG of 1995-2000; PG of 2001-2005; and PG of 2006-2010. Those texts of PG of 1984-2010 are treated as discourses. In analyzing those data, Critical Discourse Analysis (CDA) and the theory of power proposed by Michel Foucault are applied. The analysis is focusing on the analysis of linguistic features of the texts or linguistic practice analysis, discursive practice analysis and social practice analysis. There are various analytic tools for analyzing the linguistic features of the texts, but this research focuses on vocabulary which covers: wording, rewording, and over wording, in addition metaphor is also applied. In analyzing discursive practice, this research mainly uses two tools of analysis; they are interdiscursivity and intertextuality; whereas in analyzing social practice, the socio-cognitive effects of the texts are analyzed. By analyzing linguistic features, discursive practice and social practice of the texts of PGAS of 1984-2010, this research enables to find out the nature and the objectives of PGAS of 1984-2010, and the objectives why Archdiocese of Semarang issues Pastoral Guidelines every five years. It also reveals religious discourses which verbalize the power of the Hierarchy of Catholic Church in Archdiocese of Semarang. Finally, it can be concluded that PGAS of 1984-2010 is the mental model of Pastoral Care of Archdiocese of Semarang and as a means of its Archbishops of Archdiocese of Semarang exercise and implement their authority and power through well defined pastoral care. PGAS of 1984-2010 guide and direct people of God in Archdiocese of Semarang to walk in the right track in implementing their faith in pluralistic society.
